Description

This image of a Union officer and United States Colored Troops addressing freed people in Louisiana depicts a scene from November 1863, shortly after the Battle of Sabine Pass. But the regional impact of wartime emancipation in Louisiana had begun much earlier with the Second Confiscation Act of 1862 and the Emancipation Proclamation of January 1, 1863.
